the vendor i used for sixteen yrs, he claimed he would replace half. sometimes. but he never did for me.

Yea I figured. Just trying to word it correctly to increase my chances. I have two flower bouquet sitting you know where.

Always a risk you take. Wish there was a better way so we didn't have to balance risk vs need.

You need to ask before you order the flower. Problem is, most are really paranoid, so if you ask, they think you will try to scam them ( And I am sure some do that ) .
Ask for average and limit time, and, of course , ask it to old clients, too see , like Charon told about an xx seller, if they reship or not.
