P.O. Box question

I had 2 seizures in Jan.  One has reshipped and successfully arrived.  The other has requested I provide another name and address.  The fact that they did makes me think there maybe something to my theory of a database being out there for those who have had a seizure.  Even with a possible data base I did get my reship in as well as a couple of other orders.  Does anyone know if there is greater scrutiny of mail shipped to a new P.O. Box vs one that has been around for a while?  When I got the P.O. Box I had to provide my name with 2 forms of id.  If I'm on a watch list then my P.O. Box is obviously tied to my address the seizures came from.  Any input would be appreciated.
