Late, I suppose...But to answer the original question in this thread, no. Not only do benzos require a prescription from a Romanian Doctor, but Romania is still a poor country - Doctors AND Pharmacies are few and far between, even in Budapest. My wife and I spent part of a two week vacation in Europe in Budapest a few years ago - You can get a 7-course dinner for two with 3 bottles of wine for about $13 US, we left a tip larger than the bill, as both the restaurant proprietor and our waiter were so friendly and kind (I can't remember how many free "shots" (poured into giant cognac snifters) of Slivovitz he brought me, but it was too many - I was pouring them into plants after the first two), and the baker gave us a giant paper bag stuffed with almost four entire different kinds of cakes as we were leaving.
The city does have a thriving underground market where you could probably get anything you wanted to, but I wouldn't set foot into that part of town for any amount of money.
