It seems fishy to me. Bitcoins aren't as untraceable as all that unless you tumble them. How would you begin to tumble 1m BTC? Your coins would be such a large amount of the pool, you'd struggle to extract them cleanly. Actually this is such a large number of BTC, that to buy it up would spike the value of the currency. Whoever has these tools can't seriously expect that much money for them, and they'd need a better means of transfer. The article might be onto something about it making a point about Russia's cyberskills. The obvious way to make it look like a hacking team and not state sponsored would be to look like you are in it for the money.
