The hospital is negligent.  She sounds severely burned.  

Having hung out at hospitals with my older sister when she was president of three NYC radiology hospitals, i heard from all sorts of nuts.   One doctor told me if a patient claims to be allergic to the topical cleanser bensedine? they put on one for surgery, this doctor waited till they were knocked out and applied it anyway.

laughed about it.  u have no idea how doctors and nurses talk about the patient and their body parts when they are under anesthesia.

It is sickening.

But, this sounds like pure negligence.  Don't tell me this has never occured in the history of laser surgery.  balderdash.
