MoneyGram/Western Union and tor

Sorry if this question was brought up before. I did some research but did not find an answer.  
If you do a MG transaction sometimes it's sufficient if you give the transfer reference number to the receiver (at least it worked like this in the past), sometimes the receiver says he needs the name of the sender to pick up the money. Is this something which differs from country to country or did MG change this generally?

MoneyGram is going to already have your name on file (if you have an account), or ask for your name and matching ID (if you are paying in person). This applies whether you are paying online, at a kiosk, or in person. When the receiver goes to get their cash they are going to have to: 1.) identify the sender, 2.) submit the correct MTCN or whatever MG calls the transaction ID, and 3.) present valid ID to verify that they are the named receiver. That's not all that much information when you think about it.

I expect that there are some countries where MG's terms of service are used very loosely and that there are vendors working from those countries. However, my sense is that these same vendors will only be found in the Blacklist section here at IOPList.
