Increased Seizure Rate as of Late?

It's those damn car seizures that have me head scratching, how did they know what was in that big box. Oil leak?  

They "randomly" check cargo containers. They can't realistically check them all, so they select a few from each ship, factoring in tips, suspicions, and of course, bribes.

You'll find many longshoreman foremen and union workers with undeclared cash to spend.

It's almost silly they check packages, one cargo container gets through with more drugs than 3 month's seizures at SF ISC.
