Doesn't the Federal Government have to allow this formally rather than just turning a blind eye. I mean if this is going to be a real therapy for pain, PTSD
and the like, how can it be a federal criminal offense to posses it?

I am very curious about this is well. I went and got my certification last week so I just have to apply for my card online now and it says I should have it in 10-14 business days. I am in one of the lower southern states.
