I access the site via my fone which is Straight Talk via At&t. Everytime I try to get on while on the cell network I get a FORBIDDEN msg and a 404 error. Then I turn my wifi on (when available) and it works just fine. Any ideas? I have cleared my cache & cookies and still same error on cell network.

It's probably because the cellular network provider has disabled access to this site.

That's what I'm thinking as well... When my old phone was running out of memory, I used another that didn't have the same browser... Same msg... So when I finally got the "memory" situation corrected, I was back on...
The "new" browser that gave me the msg was through Verision... The Opera browser works fine...

That's another possibility - Your phone's built-in browser may use an ACL that blocks this site (Safari on my iPhone does that for some sites - I read several project management blogs on a daily basis, and a couple of them are blocked on my phone - I suspect because their proprietors curse frequently). Try downloading Firefox or Opera from your iOS or Android app store (both are free), and see if either of those browsers can access the site.
The fact that you can access the site from your wireless network and not your carrier's data network indicates, though, that Admin of Steel's answer is correct - Your carrier may have IOPList.net blocked on their router, in which case you'll only be able to access the site on your phone from a wireless network. I don't access this forum or vendor sites from my smartphone any longer (there's really nothing I can't wait until I get home to see), but when I did, I always used a wireless network, never the carrier's data network, and used Mozilla for safety's sake. Wireless carriers do log the sites you visit when you use their network, and their built in browser is the way they do it, and Google forgot their "Don't be Evil" motto long ago for the lure of that sweet, sweet data they can use to drive their advertising algorithms, so they collect data on you when you use Chrome as well. Firefox or Opera are your best bets for browser apps.
These days I just carry a Dell Venue 8 with a full version of Windows 8 on it (I'll never upgrade it to Windows 10), I've installed Mozilla on it and just use it on wireless networks. I'm also able to use PGP on it, as it comes installed with Windows 8, and that comes in handy. You can get a Dell Venue 8 32GB for around $200 (less if you buy it used on Amazon), less than the new smartphones cost, and it is small enough to carry in your laptop case or purse (I bought my wife one for Christmas when they first came out, and she carries it everywhere - Never know, especially during nice weather, when she's going to go sit outside at Starbuck's and browse the 'net on her tablet using Starbuck's free wireless).

Okie dokie guys. Thanks for the quick reply. I would not be shocked if at&t (since they are in bed with the n_sa) would block it. I will also try a new browser too. I use the stock one on my android (its just named Browser). I will update soon. I appreciate the help!!

To you my friend. Try OPERA COAST BROWSER. Its amazingly fast and has incognito mode enabled.

Set your browser preference to Desktop Mode when viewing the forum on Firefox or Opera.

Yes, He can try accessing the site on Tor Browser for iOS or by installing Orbot in Android and then accessing through the browser. A VPN can also be tried on the cell phone. This basically changes your IP and the permissions.
