Yes, He can try accessing the site on Tor Browser for iOS or by installing Orbot in Android and then accessing through the browser. A VPN can also be tried on the cell phone. This basically changes your IP and the permissions.

Good tip ......I use it ( DuckDuckGo dot com ) already and also you can use this as another one 

( startpage dot com ) that doesn't log your searches attached to your name ( IP address) and store...
